The Socialist Group's Willy Brandt Programme Newsletter 11 Sept 2006

Lissy Gröner renews pressure to prioritise combating violence against women, children and young people

Why has the women's rights committee backed by several women's organisations pressed for a separate Daphne programme?

We would like to keep the visibility of Daphne as a successful European instrument aimed at combating violence.
With the original Commission proposal, we would only have a joint programme for combating violence along with drug prevention and education which mixes up these two major issues.
Women's organisations need a clear and separate budget line which wouldn't have been possible if the two programmes were combined.
Combining Daphne with drug prevention in a single European budget line would have been unacceptable to us.

What are the socialist group's main goals for the new Daphne programme which will run from 2007 to 2013?

The Daphne programme is one of the European Union's small but highly successful programmes. Until now only 17 per cent of projects submitted can currently be financed.
Therefore we are pressing for better funding with an EU budget stepped up to 125 billion euros to allow extra spending for innovative projects.
We also hope that the European Commission will come forward with a European directive on violence against women.

Will Europe be able to reach the target of halving the number of people who fall victim to violence and human trafficking over the next 10 years?

We as socialist women will keep up the pressure at European level to prioritise action against violence. Daphne has already helped many NGO's which fight against violence and we have to continue this battle. Our call for a Europe-wide child helpline with a free phone number is a new initiative which would help to make the problem visible to the wider public.

As well as this, our call to inaugurate a European year against violence against women would put the public spotlight on the issue of violence.
With a continued fight against violence, trafficking, forced marriages and stalking we should be able to combat violence in an efficient way.

4. Who can apply to Daphne?

Daphne has become an indispensable support instrument for NGO's and other organisations who wish to tackle violence.
In the European Commission there is a useful helpdesk for anyone wishing to apply for Daphne funding www.daphne-toolkit.org
